They {and every large lender} hears the bk threat a few hundred times a day. Don't mention the "B" word unless you really intend to follow through. As Why Chat posted, they've no incentive to work with you and every incentive to get as much as they possibly can from the account in case you're not bluffing. They are also trying to give you the strongest possible incentive to either pay them off or, bt the account elsewhere.
What does the rest of your credit profile look like? Are you late or maxxed out with other creditors? Citi is not the only one conducts account reviews. Start paying them down.It'll only get worse.
