Questions about Mi law???

OK, First I want to say THANK YOU for allowing the use of this site! Since I found it I have gained so much usefull info...! Here is my question: Searching other sites I found this info about my state Michigan,
An out of state CA needs no Mi license to collect 3rd party debts in Mi, IF it has no Mi clients , has Mi debtors but are not sending money collected into Mi , Are only contacting Mi debtors by phone,fax or mail.
Now I understand the last two but not the first: No Mi clients....? Can someone please explain this to me?
Thank you!!! Also a little P.S. It said under the Mi requirements for CA manager license the last item required was:
GOOD MORAL CHARACTER!!! Now thats funny!
