Per the FDCPA they are NOT allowed to contact any 3rd parties for location information if they already have correct information on you ! They are also in violation of the FDCPA for continuing collection activity after they received your C&D letter. Who is this CA anyway ?

They cannot call the police, what crime would they say you've committed ? Their the ones violating the law !

Have you checked your credit reports ? You need to see if the account is marked as 'disputed', if not then you have them on FCRA violations as well as FDCPA violations.

You do need to send them a 2nd validation letter and you need to make it strongly worded as to the C&D, and their violations of the law.

Go to www.ftc.gov and file a complaint with them immediately. Outline their specific violations and include any and all contact info you have on the CA. Have your sister also send a C&D letter to these scumbags and she also needs to call her local phone company and report the harrassment.
