Filing BK in SC - what are the laws??

Can someone please tell me what happens when you file BK in SC. We own a house and 2 old cars/trucks that are paid for. We are in over our heads in cc debt and all have been charged off and we are considering if it would be better to file BK or just see if they sue and get judgements.

I owe (none joint):

MBNA - $3688 - sold to NCO charged off 12/02
Citibank - $2700 - Collect Corp calling me - charged off 12/02

He owes:
Originally Wachovia, then First USA, now Bank One - $9000 - just charged off this month (I think, DOLA 7/02) - Is it normal for the OC to change names of your cc?? When he was making payments they were to Wachovia.

We are trying to figure out if BK will completely dismiss the debts and we can't be held accountable for them anymore and they won't put liens on our house. I am really lost when it comes to trying to figure out what would be best and when do you do it, before they sue?? I am unsure of what the differences in Chap 7 and Chap 13 are and what SC laws are.
