In the sleazy manner of all weaklings these scumbags are threatening you with that which most threatens them. They are by your description an continuous and ongoing series of violations of federal and probably state collections laws. File complaints with the FTC and your state attorney general. It is illegal to threaten you with police action for a non-criminal matter, i.e. owing some money to a greedhead banker.
It is illegal for these bugs to be calling all over the place annoying your relatives and friends and thus bringing reproach upon your good name. That has the makings of a lovely defamation lawsuit perhaps separate from the FTC complaint which you should absolutely start filing. Tell the FTC everything these sewer pickles have done to you, invading your privacy should surely be mentioned. Make sure to report your distress over this to your family doctor, this puts on record yet another FTC offense, that of causing damage to health as part of collections 'efforts'.
