Yeah Capitol One has become a garbage digger just like a scavenger CA. At first I thought that they were just trying to collect on their own old charge off accounts. Then I read a news article that they buy up old charge offs from other credit card companies. Their trick, of course, is to fool the debter into accepting the card (and the old debt). They deal through an " associate"..The Westmoreland Agency (a collection agency)...dishonest, sneeky and coniving..soooooooo Capital One.
