should I pay a balance I did not incur?

Back in 1999 I found out that someone had taken a credit card out using my social security number. They got my first name and last name spelled wrong and the wrong middle initial. Sherman was sold the account which was for 627.12. I talked to them on the phone and told them this was not me, I did not do this, and furthermore the place the credit card was delivered was a city I have never even been to. They said they would take care of everything. I did not hear anything about it again until this past January when I started getting letters from Northland wanting me to pay off a portion ($250). I contacted them and explained the situation. They told me that I needed a signed affidavit, copy of my DL and SS card and a police report before they could do anything. I need to apply for a loan now and need to get this off my credit report relatively soon. I talked to a Northland rep and they said I should pay the 250 and put some special instructions on the endorsement area of the check, and then this would not count against me on my credit report. Should I pay them the 250 and a letter disputing the fact that this is my account. Will this clear up my credit report?
