Can OC coll after charge off

I read that the oc is not allowed to collect after the account has gone to charge off. It said at charge off point, the oc is getting tax benefit or something like that. HAF sent to co as per cr
Repossession as of 9-1999
Charge Off as of 10-2000 to 5-2002, 8-2000, 7-2000, 5-2000, 4-2000, 3-2000, 2-2000, 12-1999, 10-1999, 9-1999
60 days as of 7-1999
30 days as of 6-1999
Were they allowed to collect on this account as of Dec 1999? Or would they have had to have Asset doing the collecting at this point? Is what I read just a fluke?
