They probably could, on the other hand, they want the money and taking time away from the extortion rackets to go prosecute in court costs them money and requires that they take more than their monthly shower. They also have to put on a tie and know how to tie it, such manual dexterity cannot be expected of 'legal' legbreakers.
Down hearh in Flordy-land, why we have a new law to protect victims of these post-nineties racketeers. Why, fum now on say de senatohh, you gots to go to 'credit counseling' prior to taking a payday loan. And there's no way that the payday loan thugs have any relatives in the credit counseling 'service industry'. Oh no, please perish the thought. Thank you. Doncha love it when they protect us so well?
