As long as the school is not pursuing you for this debt, which WAS discharged in BK, they are perfectly within their rights to refuse you readmittance until and unless you pay the fees. Just as a credit card company whose debt was included in BK can refuse to allow you to reopen a new account. Actually, you are lucky, the school could very easily refuse you readmittance COMPLETELY.
