Any organization can set it's rules and business practices up in whatever way they wish as long as they are NOT discriminatory.

A library can (and did) revoke a library card for un- paid fines included in BK.

A lot of schools allow students to "charge" misc. and parking fees as a service to the students, they don't charge interest and are certainly witin their legal (and in my opinion fiscally responsible) rights to recoup their $$ before taking the SAME risk on again.
