No, you can't use a debt as part of your monthly expenses. And, if you're going to go for BK you need to stop paying the relative on that loan. "Insider" payments are seen as preferential and the Trustee can and will ask for any money you gave them back.

If you total normal living expenses exceed your income already, then CH 7 will work.
