paid a charge off now a CA wants more

Okay I have a friend that just told me that he had paid a charge off he had and he got a letter from the OC that said that it was considered paid in full. But now their is a CA wanting money.. I told him to send a Cease and Desist letter along with a copy of the paid in full agreement to them and let them know that they cannot collect from him. And if they contact him after they receive the letter to then send an intent to sue letter for violations and then get ready to go to court.. Is this right. I told him I would get a letter for him but I wanted to make sure I had this right before we send it off.
