How do they actually reflect on FICO?

I have two cards that are offering about to let me pay about 60% of the balances I have with them. The normal IRS reporting is noted. The latter of the two says that they will take that money, but report the remaining balance on my report, even though they will not take any action to collect on it. Is that basically a trick to hope I go and pay the rest off someday, or does that amount stick on the report indeffinetly?
