According to Oregon's probate code, a creditor of your brother would have had to have made a claim against the estate no later than 2 years from the date of his death. See Oregon Revised Statutes 115.005(4):

Unless the creditor who contacted you 1) has a debt secured by your brother's property, 2) is a government body, or 3) has a judgment against your brother, then the creditor's claim is absolutely barred by the 2 year limitations period.
