They would need to serve you with papers, get a judgment, get a court ordered garnishment. You have to have at least $1,000 for them to be able to take $$ out of your account without your being able to get it back.You can file a statement with the court that your $$ in your account are for household purposes (up to $1,000) and exempt from garnishment. They can, however, wait until you get a job and THEN garnish your pay.
