It depends on why you need the information. If there has been some type of fraud or fraud attempt involving that account, (e.g. a bogus payment to a merchant), then the thing to do would be for the recipient to notify their bank, which would then contact the bank where the account is located. They wouldn't necessarily share all of the information with the recipient, though. The local police fraud department might also be able to give some advice, but they aren't likely to have a lot of time to devote to low-dollar crimes. If, on the other hand, someone wants to obtain the account holder's name, address, etc, for the purpose of *committing* fraud, or for stalking, or just out of nosiness, then even more crimes would have be done in order to obtain the desired information.
