Over limit fees

I have a credit card on which, I am being billed overbalance
fees. I paid the over the limit amount, plus some. And, I am still
being billed over limit fees. The only transactions on my credit
card are the finance charges and the over limit fees from the
previous month. Can the bank lawfully charge me over limit fees
on finance charges ONLY? Does SEC 227.15 of Regulation
AA apply to this fee?
