Transferring to a lower credit card

Hi. I am wondering if instead of transferring my card I could just get a second one and then do a cash advance withdrawing close to my maximum allowed and use that to pay down my original card while keeping my card. I would like to keep my original card because of it being in automatic billing from several companies. I also wonder if I would avoid the transfer fees of balance if I do a cash advance instead .
