If your payments were made to the OC up to 3/97-even though you never "caught up" unless your statements showed late charges and past due amounts, your SOL started 4/97,which means with a 6 year Mi SOL, it is JUST ended. Look on your Experian report to see the "come-off" date, that is 7 years from the date the OC FILED as your 1st delinquency prior to charge-off. As to permissible purpose for a "hard" -as far as I know, even though you are past SOL, unless you have given them legal written notice, (as in my SOL letter from my website) they are allowed to pull an inquiry as long as they want to.
