Letter to OC?

I am trying to help out a friend she is in Calif. she wants to deferr her pmts. She wants to send them this letter I was just wondering if she is missing anything? I know I have seen another letter to this effect on here but can't remember where.

This is the third attempt I have made to reach an agreement for payment deferral. My efforts to come to a fair agreement with you have been unsuccessful to this point. I am receiving phone calls related to payment collections, yet, the caller knows nothing of my attempts to resolve the issue. I have been directed to several numbers with no success. I am requesting that you pass this information along to the appropriate office so I am not running in circles. The longer your office continues to be unresponsive to my requests, the later my account becomes. Additionally, I am requesting that all communications be handled by mail, and not by phone, per the Fair Debt Collection Practices Act, Section 805. I have four children. It is unlawful to question my children regarding my whereabouts and/or my additional modes of contact.
