NCO, calls & threats, what should we do?

Hello all. I posted a while back, but here's the deal.
My girlfriend has a guy from NCO calling about and old debt. She thinks it from "94-"96, which would be past the SOL for CT. He's saying last payed on Citibank Mastercard on Aug. '99. And the amount paid he gave was in Aug 99 but it was to AT&T universal, which I understand was bought out around that time. She did make a payment for the amount he stated in Aug 99.
(CT. SOL = 6 years on open accounts)

This fella from NCO was calling everyday here, and called her mother to conferm our phone # and address. He has spoken to her mother and threated a law suit, stated she owes X-amount of dollars and she needs to talk to him. (which I know is not proper for his to give out this info about her to her mother)

I spoke with him a week ago, gave me original amount was around 1,400 owed, then went to 2500 with interest / late fees, then said settle amount, one time offer of around 2K. Lump sum payment and if not paid threated law suit etc etc.

A week has gone by of no calls from him. Now today, he calls and states the same info. You need to call, number, refferance case # XYZ

And to top it off, she gets a letter in the mail, from the same company(NCO), from a different agent, about a different CC(Fleet) and a 5,800 amount! Aurgh!

At this point, what is the best course of action??
I have never dealt with stuff like this, nor do I know anybody that has.

What's the best thing to do? Blow them off and wait?
Send a Ceise and Desist letter? Have her file Bankrupt?
Now were talking 8-10,000. We are not in a position to buy a house or anything for quite some time. So no worries there. What's our next step?

Any help / advice would be great.

PS: Also note, she has never spoke to anybody @ NCO as yet either. All this info has been gathered by me so far. All conversations with NCO, I have made. If that means anything.
