collection agency didn't remove paid debt from my credit report

Hello everyone - I recently applied for a credit card and was turned down because there is a $500 debt from a medical bill on my credit report. This debt was finally paid by my insurance a few months ago, so I called the collection agency I had dealt with and I was told that they had a note in my file from February that it was supposed to be removed from my credit, but it hadn't been (the person I talked to obviously knew this was a mistake on their part). He said his supervisor would get back to me, she never did so I called again today and was told that they had taken action to have it removed from my credit history. Of course this will take 30-60 days. In the meantime I'm unable to get a credit card (which I want to do because I need to switch my credit card debt to a lower-interest card). So I am racking up high interest rates on my credit card debt because of this.

Does anyone know if the collection agency has violated the law in not taking this action to remove it from my credit at the time they were supposed to? Do I have any recourse in this situation?
