Citibank Interest Rate

Citibank has raised my interest rate to 25.99 my question is if I close the account will they lower my interest rate in the future if I request it if I have good credit and payment history, or will they just do that if the account is open. My interest rate right now is 24.99 which is outragous they raised it because I was late one time. It used to be only 13.99.
Should I close this account before it goes up again or what?????
