Bankruptcy...really need help

I don't know much about bankruptcy, how much do you need to have in debt to file? What is an average cost? This debt would be medical znd credit card which I believe is between $10,000-$20,000. Also, my fiancee is being sued by an insurance Co. wanting back what they paid their client from an accident he was in 1999. He was in Mom's car and she had no insurance and he didn't either since he did not own a car. suit is for over $30,000 and lawyer suggested he file bankruptcy. Any help on this would be appreciated.
