question on SOL

I am a little confuse about SOL so maybe someone can explain it to me. I keep reading that let SOL run out on a account. Then send letter to validate the account. I have a question then ...whom do I validate with the OC or the CRA???
And what happens to the account after SOL runs out? Do most OC sells them to CA or jsy sit on them??
