Patti is correct. More and more creditors are doing the electronic transfer.
As to getting your rates down, look at the totality of your situation. What percent of available credit are you using? If it's approaching 60%, that's a danger signal to creditors. Are you other accounts in good shape-no late pays on rent or auto loans or anything like medical bills in collection?
If you have no derogatory info on your report, I'd suggest contacting the cc company and asking for reconsideration on the hike. Also, I'd suggest you quit charging and startpaying this stuff down with a goal of paying it off. Get those utilization ratios down asap and keep paying on time and you'll start to get low rate offers again.
