Inq problems

Ok heres the problem, I did a dispute with exp. The company that i did dispute with pulled a hard inq on my cr. I had a second company that did the samething today. Exp says they have the right to pull hard inqs. Though both comps said they would take the inq off and make them soft pulls. They did the soft pulls but hard still sits there. One was inc in bk in 1998, and the other re-aff and paid in full 4-99. I thought that after bk was discharged or an account closed they no longer have a right to pull your reports. How is it we are allowed to dispute information but by doing so it is only hurting us more. Just had my fako score to 597, not that high, but it has come a long way from 555 in just two short months. Now they are tainting my reports. Anyone have any suggestions on how I might handle this and keep it from happening again? I have a lot of disputes going on and could end up with a ton of pulls. I had only one pull for the last four or five months and it was cap1 that i did not apply for, am fighting that with letter to cap1. If not for the recent pulls from the disputes I think I would be ok with inqs.
