If this is a 1989 debt and they've re-aged or just the threat of re-age {negate the negative TL}, just sue them right now.
As far as what the Ca said on the phone about the judgment, if it wasn't recorded it'll be a he said she said thing.
Maybe someone needs to call this guy with a tape {if legal} running and ask a few leading questions and get him to repeat the judgment info.
