Story on judgements, whychat, lady, keysor..advise

I've been to why chats website, very informative, however i am trying to decifer this in a short time..it is quite alot to take in..i want to know if i have it right...an oc is the only one who call trully settle a debt, and issue a 1099c..a ca can buy from a oc or work an acct for an oc. if a ca buys the acct. and goes for judgement, then the acct can never really be settled, because they can settle for an amount and then turn around and sell the balance, or have someelse HANDLE the balance..is this correct...if so what is the best thing to do when and if a judgement is issued other than respond to the court hearing, what can you do to get rid, or settle it, or make it go away and eventually clean up your credit..thanks for the info..it reallys helps alot of us out there just treading water..
