OC holding out CA to be part of themselves

I received the following letter -- twice actually on the same day. (This is not associated with the individual CA I want to sue) Now if they -- the OC is holding out Northland Group as their "solution team". Is this putting them in a position to be looked at as a CA?? I know there is no corporate connection between them, so does them giving this impression become a violation? Hiding the the fact that Northland is a CA and not part of Capital One? XXXXXXX XXXXX
