CA making offer

I'm in Oklahoma and the debt is 24K on a credit card, got a call from AllianceOne offering a settlement of $ $ 9800.00. They said they were working for Citibank and did not purchase or own the debt. Also stated a 1099 would not be issued or the remaining debt sold to another CA, plus would be list as "paid as agreed" on my CR................and would put it in writing !!! is this possible.............I'm confused ????
