Yes it's possible. Make sure it is in writing and not only faxed but mailed. Take the settlement. It's a good deal. I would also ask them to put it in writing that they will not report any remarks to the credit bureau and will delete any remarks that have been reported by them.
I don't know anything about this paticular agency but I do know that is a typical offer from a typiclly reputable agency. I would say go for it untrusting. Seems like a very straight forward offer to me and one that you probably won't get later. I would take care of it now and try to salvage your credit while you still can.
