Where to find info regarding Accord & Satisfaction in Calif., Anybody?

Where or who can I talk to to find out info about the rules of Accord & Satisfaction. I live in California and want to know if I have a case against MBNA. I sent notification to MBNA about a dispute, gave them their allotted time to to something, they didn't I sent them a check endorsed they cashed it but still say I owe them more. Some people say in Cal if cashed the new agreement takes affect and the account should be considered as paid but not for full mount or zeroed balance?
