unfair judgement

I recently got a judgement from the NYS SALES TAX. I was doing work for a tax exempt organization therefore not oweing any sales tax. They said they never received the return for that period and were sending notices to the wrong address. The only thing i had to pay was the penalty for the unfiled return. Do i have grounds for reversing the judgement? and how would i do that? This doesn't seem fair!!
