HIPAA for Sold Acct - WHYCHAT?

I received a notice from NCO that my health care provider sold two unpaid accounts (that insurance didn't pay) to MEDCLR, and NCO is now servicing the accounts.

I tried validating, and got the ol' computer printouts routine. I know that's not enough, but I'm wondering what HIPAA says if the accounts are sold. Can a medical provider do this and if so, who do you HIPAA?
