I suggest you follow Why Chat's lead on this.

The more I look into 1099 C - they are supposed to be issued during January of the year following the discharge - not 3 years later.

This is probably fraudlent, and Why Chat is right about the IRS - they don't suffer fools glady and they will chase you to the ends of the earth for small sums of money.

You might even earn a reward for turning them in.
