perkins loan and bk13

My husband has a perkins loan that has started to garnish his wages again for 25 percent. We live in Kansas. Can you discharge a perkins loan with Chapter 13, if your payments pay it off? Can the judge reduce the amount of interest owed? The collection agency told me they could not. I am trying to make a deal with them, but they don't want to. I have an option to go to court and appeal the 25 percent. Any idea what this hearing will be like. Is there ever any chance to get the judge to reduce the amount of the garnishment? Please help. Thanks. The amount now owed is around 8 thousand.
