I recently applied for credit with CitiScum, and was denied because of delinquency in the last 12 months. The delinquency they were revering t has been paid off for over 18 months, I sent in proof of this, as well as a copy of my credit report and demanded that they re-evaluate my application. Instead, they pulled another credit report, this makes 2 inquires in the last 14 days, and denied me for the same reasons.

Is this not a violation? I do not see a permissible purpose here. What law covers “permissible purpose”?
