I need your advice. Company is in NJ where there is no license of bond required. They bought the debt. They are collecting from someone in hawaii. IT appears as if hawaii allows exemptions for out of state CAs but only under certain conditions and they still have to apply for something. I will post below. Can you tell me what it is trying to say. It seems like the CA can only collect if their state requires a license and they still have to apply to even collect there. Nobody over there answers their phones so I cannot confirm. thanks
