If they are not in a State that requires licensing ,they cannot register in Hawaii to allow their collection activity.

Here is the section from the "e-debt" website that I use for SOL on my website, relating to the Hawaii CA licensing requirements.

COLLECTION AGENCY BOND & LICENSE

Bond: $25,000/$15,000 each branch
License: Registration with 'DCCA' required for consumer, not commercial, collections
Fee:
$ 25 - Application
$ 80 - Registration
$ 50 - Compliance
$155 for 2 years
