Discover Card Waited 2 Years to Charge Off

Discover did their own collection for 2 years before charging off balance. Our credit report has all c/o's listed in 1996 with the exception of Discover. Is this legal? Last pmt made on any acct was in July of 1996 and I thought after that date they would roll off, however I read something about 180 days, does that mean it will be another 6 months before we can have some sort of life again? After 7 years of collection hell 6 more months should be a breeze but it wouldn't be. Do most people end up having to retain a lawyer to clear CR? I ask this last night but couldn't find it today, sorry if I've repeated.
