Charging for account validation or verification

First off, I'd like to say this site is amazing. My question is can a ca charge a fee for verification of debt. My husband opened an account with gm in 96, he basically told me he was paying on time and was up to date. I only remember his charging less than $1000 dollars on the account, but now its up to $5,600. I took over managing the finances last october to discover that wasn't the case. We are now keeping an organized accounting of bills, but would like the history of the account from the inception date. The account went into collections( united recovery systems) last summer and we have payed them $1200 so far. Upon finding this site I've sent them a letter of validation of debt, and have been told the oc says it cost money to look up anything 6 months or more in the past. Do they have a right to charge me?
