chapter13 dismissed help with creditors

We had a chapter 13 dismiss early, i had a car included in the case. I had it repoed. now the creditor which is from florida, we live in Califoria. is calling and threating us at all hours of the night. She says we owe 56,000 on the this car. i wrote and asked for validation.(because that isn't possible) She flat out refused said that the laws didn't apply to her. I wrote a stop and decease letter she still calls. I complained to the Federal Trade commission as well. My question is does the SOL begin after payment from a chapter 13, or does it begin at the time of the first deliquancy before chapter 13? And if you can refur an attorny that would be good this creditor called at 4:00am and threatened my 13 year old. Thanks
