Got letter from CA, please read, HELP!!!!!!

Got letter from CA re: my Fleet account for $1,706, they're giving me 7 days to respond or pay or they're going to notify Fleet. What does this mean? What happens next? I really need to know what to do with these 3 large (charge card accounts, approx. $5,500, is Chap. 7 a good option for me? My husband would kill me if my wages were ever garnished. P.S. I live in CT.
