HARD inquiry by CA after C&D

I just discover a hard inquiry on one report from a CA I C&Ded last years for a debt well past the SOL. They haven't actually sent anything or called so perhaps it is for something else. I'll probably sent a PP letter, but looking around the two Acts, I got to thinking - What prevents a CA from pulling an inquiry after a C&D? Is there any legal recourse?
