Why chat, how do the CRA'S verify again if I previously requested an investigation, and the item came back verified from collector?

Even though collector prev. verified through CRA'S, I can now send collector your Sol. letter and also forward Sol. letter to the CRA's, and the CRA will investigate again? Im also a California resident beyond SOL.
