I think you are a tad misinformed. A cease and desist stops them from calling or sending you a dunning letter unless they are taking futher action such as a lawsuit or they are closing the account. IF you sent them a cease and desist and the debt is within statute then you made a really bad mistake or someone gave you horrible advice.
