Closed border state

On another site, a person has an SOL issue. Of course, the ca tells them a credit card is a written contract, etc. and we've gotten that squared awawy. I noticed on lawdog that Wa. is a closed border state petaining to collections. Could someone define closed border?
BTW, a hint from creditboards. Go to www.lawdog.com and click on "state law". Find your state and click on collections and check and see if the ca is legal in both your state and, their state. You'd be surprised {not} at how many don't get the required liscenses, etc.
