The law in Cali

I have a couple of questions about the law in Cali. First, we already know that a CA can not collect on a tim-barred debt. My question is, if they can't collect on it, are they still able to report it to the CRAs?? Second, it also says that OCs are also debt collector which would mean the same thing for them, correct?? Would they be able to report it either???
